Workshop : 2024, For a Parliament based on Political Parties Plurality - Azmi Al Mufti Camp

As part of the 'National Campaign to Encourage Participation and Reduce Abstention,' launched by Al Quds Center for Political Studies, the center organized a workshop with the participation of approximately 70 individuals from the local community, members of political parties, and activists from the Martyr Azmi Al Mufti camp, as well as activists from Al Husn and Irbid. The workshop was titled '2024: A Parliament Based on Party Pluralism' and featured discussions by Ms. Lilas Dalqmouni, a member of the Irbid Governorate Council; Mr. Awni Rjoub, the Secretary-General of the Jordanian Ansar Party; and Dr. Mustafa Yaghi, a former deputy and a member of the Central Council of the Irada Party.

In her address, Dalqmouni spoke about her experience participating in local elections. She mentioned that she had won in two previous municipal elections, highlighting the impact of the COVID-19 pandemic on promoting women's visibility and encouraging their participation in political and public activities. She also noted her recent success in the 2022 governorate council elections by competing in Irbid’s governorate.
Regarding youth participation in political activities, Dalqmouni highlighted the obstacles that obstruct the engagement of young people, particularly university students. She emphasized the presence of official practices that hinder the organization of events within universities and called for additional measures to foster trust in political participation.

In his speech, the Secretary-General of the Jordanian Ansar Party delved into the history of political party work in Jordan, pointing out their role in establishing the emirate and achieving independence. He further explained that one of the challenges facing political parties is the presence of opposing forces, and the associated inheritance of roles and public political positions. This situation engenders a sense of despair and frustration among those involved in political and party work.
Regarding the importance of political parties, Rjoub emphasized the role of political parties in strengthening the domestic front to face external challenges. He stressed that the emergence and activity of political parties can eliminate subregional and regional loyalties. He called for the election of representatives who represent the community's environment, reflect the people's pulse, and originate from within their ranks.

In his speech, Dr. Mustafa Yaghi mentioned that the ongoing movement in the political sphere has been a continuous process for decades. He pointed out that any slowdown or setback in this process is due to the absence of will and the practices of opposing forces that seek to preserve their gains. Regarding joining political parties, Yaghi urged the public to make programs and visions the criteria for selection rather than individuals or personal connections. He emphasized that there are two challenges facing the current political parties: how to shape the party's ideology to convince the public and how to form electoral lists for upcoming elections. He stressed that the current focus is on the will of the people.

In their contributions, the participants focused on the intense activity in the political arena, raising concerns about the presence of personality-based parties. They called for careful and thoughtful consideration when choosing party programs that align with the people's aspirations, regardless of the individuals leading them. Furthermore, they stressed the importance of raising awareness and implementing a political agenda to boost participation and counter opposing forces. They also pointed out the negative aspects associated with the single-vote system. The participants discussed the reasons for abstaining from political participation and called for increased party awareness and program development while distancing from mere slogans. They emphasized the acceptance of differing opinions and highlighted the significance of the state's neutrality towards parties, advocating for a unified approach in dealing with them.

The workshop was presented by Mr. Oraib Al-Rantawi, the Director of Al Quds Center for Political Studies. In his introductory speech, he summarized the reasons for abstaining from participation, including the lack of trust in elections, parliament, and the political process. He also emphasized the limited impact of voting in elections on government formation. Additionally, he highlighted the culture of fear surrounding political and party work, which is deeply rooted in the minds of citizens, as well as the economic and livelihood burdens that take priority over political engagement and party activities.

On the other hand, Al-Rantawi clarified that Jordanians' representation in the political system occurs through the House of Representatives. He stressed the necessity of seizing the opportunity provided by the outcomes of the Royal Committee to Modernize the political system to strengthen and enhance its resilience. He explained that low voter turnout rates do not lead to representative and robust parliamentary councils. He also underscored that the opportunity is available to everyone to join existing parties or form new ones if they cannot find in the existing parties what fulfills their aspirations.

The President of Azmi Al Mufti's Camp Services Committee, Mohammed Shamekh Al Khudour, inaugurated the workshop, emphasizing that the camps are an integral part of the national fabric. He called on everyone to engage and participate in the political modernization process, especially given the significant momentum observed in the meetings, which are accelerating due to the increasing party activity. He also underscored the role of the outcomes of the Royal Committee and their contribution to shaping a better future, emphasizing the importance of everyone playing a role in it.
